    According to the survey, the main problems restricting the development of multi-modal transport in railway industry are the high cost, high freight, and insufficient opening of railway market.     In addition, railway transportation capacity is difficult to be guaranteed, railway logistics service level is not high, enterprises and industrial parks lack special railway lines, railway and highway transportation standards do not match, railway information and system are not open, and other problems also restrict the development of multi-modal transport.

    According to the survey, multi-modal transport lacks uniform rules, logistics documents are less standardized, information systems are not interconnected and Shared among different modes of transport, which affects the effective connection and multi-modal transport of various modes.

    In 2017, the ministry of transport and the national development and reform commission issued the notice on the application of the second batch of multi-modal transport demonstration projects, and the list of the second batch of 30 multi-modal transport demonstration projects has been published.
